Early proposals have been made for a three-year deal, worth £2.5m, which smashes the offer tabled by Leicester to keep him at Welford Road.
And according to a report in Sunday’s The Rugby Paper, Davies has already been “sounded out by Leicester about his future plans” as they prepare for life without Tuilagi.
If the move went through Davies would be still eligiable to play for Wales having won well over the 60-cap benchmark (72) since making his debut in 2009.
Davies was also a key part of the 2017 Lions tour of New Zealand and was voted player of the series by his Lions team-mates.
