Former Wales U20 player O’Brien, now 23, can play at both ten and fullback, but if he does move he will have to compete with the like of Rhys Patchell who has been named at fly-half for Wales in the opening game of the 2018 Six Nations when Scotland come to the Principality Stadium.
Patchell joined Dragons from Principality Premiership side Cross Keys and he made his debut for the the Pro14 side in September 2014, aged 19 years old.
O’Brien was also part of the Dragons 7s team that were crowned champions of the Premiership Sevens in 2015.
So far in his Dragons career O’Brien has played 78 games, scoring 305 points.
