Tries from teenage wing erLouis Rees-Zammit and replacement scrum-half Rhys Webb and eight points from fly-half Callum Sheedy sealed the win.
Wales will have to vastly improve with in-form England visiting Llanelli next Saturday.
Wayne Pivac also has injury concerns over flanker Justin Tipuric who left the field with a head issue.
