Leigh Halfpenny kicked seven penalties but missed two chances to win it for the visitors late on
Scarlets held on for a historic first European Champions Cup win over Toulon, whose Wales international full-back Leigh Halfpenny missed a last-minute penalty to win the game.
Centre Scott Williams went over for the only try in the opening period and the hosts led 16-9 at the break.
Home fly-half Rhys Patchell was deadly for the hosts from the tee, kicking 17 points.
Halfpenny had kept the visitors in touch with seven penalties, but his late, long-range miss was one of his four failed shots at goal during the tight and tense contest.
