World Rugby has dropped a bombshell – and it’s already dividing opinion across the rugby world.
After months of heated debate and closed-door trials, the World Rugby Council has officially approved the global trial of the 20-minute red card in all elite competitions. The trial kicks off this year and will run until at least 2026 – and yes, it’s coming to the Rugby World Cup.

Here’s how it works:

But don’t think this is a free pass for dirty play. Referees will still have the power to hand out full red cards – permanent removals – for anything deliberate or highly dangerous. And two yellow cards? That’s a 20-minute red too, unless the second offence is serious enough to warrant a full sending off.
The controversial law will be in place at the Women’s Rugby World Cup in England this August and at the U20 Championship in June, marking its first appearance on the sport’s biggest stages.
World Rugby Chair Brett Robinson doubled down on the move:
“The 20-minute red card preserves fairness and drama by punishing the individual, not the spectacle. Player welfare is non-negotiable.”
Also approved? A closed trial of a centralised disciplinary process to ensure faster, more consistent rulings – plus a new rule: from 2025, all men’s law trials will start on 1 August, making sure every international game is played under the same laws.
