Four Marcus Smith penalties gave the hosts a 12-0 lead at the break with the visitors defending well when Liam Williams was sin-binned.
An awful Wales line-out allowed Alex Dombrandt to open the try-scoring two minutes after the restart before tries from Josh Adams and Nick Tompkins closed the gap to just five points, 17-12.
However, two more penalties from Smith guided the hosts to victory.
