Due to his 60 England cap, the only way the fly-half can qualify for Germany is if he plays for the country in the 2020 Olympics sevens qualifiers, to be held in 2019.
Toby Flood hopes to relaunch his international career with Germany if hopes of an England return are over.
The Newcastle Falcons fly-half won the last of his 60 caps for England in 2013 before moving to Toulouse.
Despite now being eligible again, a recall seems very unlikely with George Ford and Owen Farrell cemented in Eddie Jones' squad.
"If there was any way of trying to help a fledgling rugby country, it would interest me," Flood told .

"I would love to have a conversation about it with anyone in Germany to see what my prospects are.
"I have always been proud of being German. My mum is the last remaining true Lieven and she went back to Germany about ten years ago to put together a family tree so if there was a chance to connect into that it would be great."

His maternal grandfather was German actor Albert Lieven, who appeared in The Guns of Navarone.
2. Matt Kvesic
Kvesic was born in Iserlohn, Germany, where his father was posted with the British Army. He is of Croatian descent on his father's side and Polish on his mother's. The flanker represented England at international level and played for several youth representative sides before making his debut for the senior team in 2013.
3. Lee Dickson
Born in Verden, Germany to an English mother and Scottish father, Dickson represented Scotland at the 2004 Under-19 World Cup before switching his international allegiance to England a year later and went onto win 18 caps. The scrum-halves older brother Karl Dickson is also a former professional rugby union player for Harlequins and England.

4. Tom Johnson
The back-rowers father was an officer in the Royal Air Force and was stationed at RAF Rheindahlen just outside Düsseldorf in Germany, where the scrum-half was born. On the international stage, he went onto win three England Saxons caps and eight England caps.

5. Paul Hill
Although born in Aschaffenburg, Germany, the prop was raised in Doncaster and played his junior rugby at Doncaster Knights, before moving to Yorkshire Carnegie's academy, making his senior debut in 2014. On 17 April 2015 he joined Northampton Saints in 2015 and has since won six England caps.
6. Rory Clegg
Clegg was born on 6 January 1990 at the British Military Hospital in Hanover, Germany; his father was serving in the army. He had a steady career playing for Harlequins, Newcastle Falcons and many more while also winning caps for England Saxons.
