Saracens only want to loan out the centre while the Blues and Scarlets had wanted to sign Tompkins permanently.
It’s also been suggested that London Irish enquired about signing the centre on a season-long loan, but failed with that attempt.
New Dragons boss Ryan has brought a fresh ambition to Rodney Parade and is already on the brink of signing Jonah Holmes from Leicester Tigers.
