As previously reported, George Ford is leaving Bath Rugby a year early to return to the club where he started his professional career and Freddie Burns is moving the other way.
With Owen Williams also leaving the Tigers for Gloucester, they need another fly-half to cover for George when he is away on international duty and Joe, who currently plays his trade Yorkshire Carnegie, is that man.
